Project Compliance Officer


 

Introduction


Cornwall Chamber of Commerce champions the Duchy’s fantastic businesses locally, nationally and internationally. Through a wide range of events, online comms, one-to-one chats, podcasts, conferences and exhibitions, the Chamber helps businesses to grow, learn, diversify, network, export and overcome challenges.

 

The ESF Business Clusters project, which will run until July 2023, will engage and support at least 605 SME and micro-businesses throughout Cornwall and the Isles of Scilly to determine their workforce skills needs and co-design and pilot new training programmes to enhance the industry-relevance of the local educational offer.

 

Cornwall Chamber of Commerce works with their existing networks of Town Chambers, Business Improvement Districts (BIDs) businesses and Chamber members to understand skills needs across different sectors and tailor provision accordingly.

 

This post is fully funded through the European Social Fund (ESF) Cornwall & Isles of Scilly Growth Programme until 2023 (part of the European Structural & Investment Funds Growth Programme or ESIF).

Role overview


To be a key member of Cornwall Chamber of Commerce’s Business Clusters Project team. To oversee the project compliance of all claims, expenditures, and budget management.

Main tasks and duties:




  • Monitoring/reporting on project progress and performance

  • Implementing appropriate processes and procedures whilst maintaining audit compliance

  • Documenting, managing, and communicating project-related issues and risks

  • Maintain appropriate records and monthly/quarterly project reports

  • To produce and audit quarterly claims for the Business Clusters project, ensure all evidence has been collated accurately in preparation to submit the claim

  • Compliance with state aid rules, sound record-keeping, and full audit trail

  • Managing staff costs, dealing with match funding

  • Filing and recording all relevant information

  • To undertake, from time to time, other additional and reasonable duties that may be requested by the line manager

  • Adhere to company protocols including health & safety and at all times demonstrate an awareness of maintaining own and others safety in the workplace

  • Adhere to all Chamber and project policies and procedures including data protection, GDPR and health & safety



Reporting and responsibilities


Reporting to the Project Manager

Responsible for the following staff

  • None


No direct responsibility for budgets other than due diligence.

 

Personal skills, experience and attributes


Essential


  • Experienced in EU Funding

  • Demonstrable experience within ESF Projects

  • Self-motivated and personable – capable of working as a team player and independently

  • Strong communicator (written, oral and presentation skills)

  • Strong administrative experience particularly around Compliance

  • Excellent IT skills including use of Microsoft Office 

  • Occasional travel throughout Cornwall, with access to own transport and a full driving licence

  • Willingness to work in a client-centred way with a solutions-based approach

  • Ability to work under pressure to tight deadlines



Terms and Conditions


This post is for a contract to September 2023, subject to satisfactory completion of a six-month probationary period.   We envisage this as a full-time role, working a 35-hour week but with additional hours (including evenings and early mornings for breakfast events) as and when necessary for which TOIL will be available. Some flexible working may be possible. Cornwall Chamber would hope to extend this position for an ongoing permanent contract within the Chamber team once the contract ends.

 

The salary offered is £25,000 per annum, with 21 days paid annual leave (not including public holidays), and expenses.
